I am assuming that you are talking about lucky bamboo (Dracaena sanderiana) and not true bamboo (Bambusa).
Lucky bamboo prefers crowded conditions so being a little root bound is very acceptable. However if the roots are coming out of the container or keeping water from filling the container, then you will need to prune the roots.
